New locks will default to locking the door for all sims.

Click on the door and navigate the menu nraas debug enabler options.
Enter build mode shift click on the door and use the set as front door menu interaction.
This script mod will allow you to lock doors and gates on community lots.
Im sure if you ask arond the people who make realy good sims downloads you might find a sims 3 version of it or someone willing to give it a shot.
Using this command will instantly unlock all doors and gates on community lots except those on tomb lots.
Any time you want you can use the door s menu to lock or unlock it if the sims have messed things up in this way but it s not necessary it will sort itself out when the last of the bunch leave.
Needless to say this door is not effective in two door bathroom layouts.
Using the unlockcommunitydoors command will no longer unlock doors on tomb lots.
